The  Daily Graphic urges Ghanaians particularly residents  of  Accra, to  respect  the  rules  governing the erection of  structures.  The  paper  says, floods and  their  attendant  problems will continue to be part of our  daily  endeavours during  rainy seasons if  residents fail to  clear  all unauthorized structures in the
city.  In the  Graphics view,  if  residents and  city  authorities  fail to enforce the  laws which  frown on the
construction of  structures at  unauthorized places,  Friday’s flood that  hit Accra killing  about 7 people will keep knocking at their  door.  The  paper however believes that the city authorities will not wait for another  catastrophe  before they begin pontificating about ways to maintain discipline and order in the  city.

The Ghanaian Times takes a look at scholarship. The,  paper  recalls the  decision  by  government to  review  the  basis for  the  award of  scholarship  for studies abroad.  The  move according to  the  Times  follow s the  announcement   by the  Vice President John Dramani Mahama, at  the  congregation  of the  Kwame  Nkrumah   University of  Science and  Technology,  questioning the basis for which  the  state should  waste scarce currency  to pay for certain courses overseas.  The  Times however concedes that every course , in the  long term is  useful but  says  there are also thousands  of  Ghanaian students  paying  huge sums of money at private universities just  because  there are not enough residential accommodation at the  state universities.   In the Opinion of the  Times if  the country has funds these are the projects it should spend on and not scholarships for less relevant  courses.

The Public Agenda, calls on government to ensure the full implementation of persons with Disability Act.  The  paper says  although  Parliament  has passed the  Bill into Law government  has not  implemented the  needed legislative instruments that will see to the  realization and  functioning of the provisions in the  acts.  As they celebrate the  their anniversary  of the passage of  the  Disability law and  the  national Day of the Disabled, the paper  hopes that the Act will not  just be another  piece of  legislation passed for its  sake, but  government  and  stakeholders  will ensure the  enforcement of its provisions.
