Negotiations on issues critical to implementing Paris Agreement - Prof Boateng The Minister of Environment, Science, Technology and Innovation, Prof Frimpong Boateng says substantive negotiations on issues such as finance, loss and damage and technology transfers are critical to implementing the Paris Agreement. He was speaking at the meeting of the Conference of Parties serving at the 13th Session of the Kyoto Protocol. The views of Prof Boateng was shared by ministers from developing countries. The 100 million dollars annually from 2020 was pledged to assist developing countries by developed ones to help mitigate the effects of climate change.
